Stuck at 90% usually is when its pushing down the address book items to the device. If the user has massive amounts of contacts in the Outlook address book, this can take a very long time... With one user I had to let it run overnight.
One way to tell is if you look at the agent log, you'll be able to see whether this is what its actually doing. search for user's email address and "GetPIMItem - "
Also the first line in the logs where its starting the address book sync will tell you how many records the user has in the address book.
getting stuck at 90% is a handheld issue. During the activation of some 4.1 handhelds, it sends an 'incorrect' command back to the BES and the BES does not know how to handle it.
Generally (not saying all the time) address book pauses are between 86% and 88%.
Ok, I don't wanna argue, because you really are good at the BES for exchange...but since Cingular currently only offers 194 (preloaded on the handhelds) and that is higher than the 173 that you said it was fixed in, I am going to have to call you out on this one.
snip from the Cingular download page
Applications: 4.1.0.194

and that's what the 8700c shipped on and constantly having problems.
If anyone here has recently bought a Cingular 8700 and had the issue where it stopped at 90%, please pipe in and let us know what you handheld code is....especially if you have not upgraded it since you bought it.
Handhelds are my forte. It's the great thing about my job is I get to break them and talk to RIM peeps all the time to help fix them. Most of the time when I speak to desktop people, I'm talking over their head, or they're like "wow...i didn't know that" and eventually end up talking to the escalation team...some of which I have edumacated them on how some of the things work.
So I bow to your server knowledge, but there are instances where even you should conceede.
