Is there any way to view the data inside a Blackberry Device Backup, such as a .CSV file?

No, you'll have to use a PIM to export such a file ie. Outlook, Lotus etc. The only back up you can export from the BB directly is an .ipd file via the desktop manager.

I got it to work, I exported to a Virtual Blackberry then synced it with a dummy outlook mailbox, well the pst and then exported it to csv and sent it to the user.
