I need to run a report to identify the users that do not have their security passwords enabled.

I can run the following SQL statement against the BES to get a report

select displayname,passwordenabled from vUserConfigStats

I turned off my security password (via my handheld) and re-ran the query and my information was not updated.

I waited overnight, and the data has still not refreshed.

Does anyone know how often the BES polls this data from the devices and if the timing is adjustable or if there is a manual refresh?

I will open a ticket with RIM as well.

Please note, there was an issue with this information not updating dynamically with BlackBerry Enterprise Server v4.1.0.40 or v4.1.0.41. However, this issue is fixed in Service Pack 1 for BlackBerry Enterprise Server v4.1. If you are running BlackBerry Enterprise Server v4.1 Service Pack 1 (4.1.1), this information should update within a few minutes (approx. 10 min) of enabling or disabling the password on the Handheld.
