Resolution
The hard delete feature, which relies on notification from the Microsoft Exchange Server when items are deleted, is working as designed. There is no current resolution to this problem.

The Microsoft Exchange Server notification queue is a fixed size. Depending on the version of the Microsoft Exchange Server in your environment (2000 or 2003), this fixed size is approximately 29 notifications. When this notification limit is exceeded, some notifications might be lost.
