Wireless activation email not working

We are on BES 4.05 (Bundle 33). When we selected the option "Generate and email activation password" previously, a user would receive this email. At this time, it doesn't work. I don't know if it was due to a patch, but do know it worked when we upgraded to 4.0.

Any ideas?
