| To answer your main question, the logs will be in this path:
C:\Program Files\Research In Motion\BlackBerry Enterprise Server\Logs
You will want to look at the MAGTxx log. The xx corresponds to the mailbox agent that the user is assigned to. If you have only one mailbox server, there will be only one agent, and thus, one log. If you have multiple mailbox servers, there will be multiple logs.
Just open them up and do a find for the person's email address.
The logs are somewhat cryptic for a n00b, but you can probably figure it out.
Things to look for when a device wont activate:
1. Is user delivering mail to a PST?
2. Any rules that move messages to folders other than Inbox?
Also, try wiping the device, and starting over.
What message do you get on the device when running the activation?
