Test messages sent on the Blackberry server arrive in the user's Exchange inbox and just stay there- they are not forwarded to the device. The handheld cannot send e-mail either. The service books seem to be on the handheld- I have several for "Desktop" and an alias, "Desktop" from which I can attempt to send mail on the handheld.
The Exchange server can send e-mail to the outside world just fine, of course... unless it is to the handheld at the pop3 address.
But the handheld can't do a THING with the server...

You are missing the point of BES. BES talks to RIM on port 3101 which may check your DNS to make sure you are properly registered otherwise it may just igore you and think you have stolen the product keys.
When a client sends an email to you via their RIM via their Blackberry it goes to RIM first, then RIM talks to your BES via 3101 and uses your Domain Name.
Solution, don't use BES, or start supporting your own email and don't go through an ISP which you use the POP3 connection to pull it down. DynaDNS offers a service which allows you to redirect all your MX mail to another port number if your internet ISP blocks port 25.
