1 user's blackberry won't activate -

I have one user (of course a VP) that can't activate their handheld (OTA).
A few times before this he would try to activate, would get the email from RIM in his inbox, but it would never get picked out of his inbox. Eventually the activation would fail.
Next it looked like it was going but it would stop at 88%, so we disabled the addressbook, tasks, and calendar. The user said that it then went through the activation process and said complete. He said about 40 emails made it to his handheld but nothing else, nothing new, and was unable to send outbound. On the server it looked pretty normal, the correct PIN, Time recieved / sent on handheld time sicne last handheld contact. Thie contact zero's back every once and awhile, but there were 48 pending emails. I tried clearing the pending but nothing happens. Other users on his same exchange server / area are able to activate.
I have tried removing the acct completely a few times and still no luck.
Has anyone seen a simmilar problem to this?
My instinct says one of 2 things is causing the problem
1. his handheld is faulty
2. Something in his email box is messing up the activation
We are on 4.0 of the server with sp4.
He has a brand new BB Pearl.
