Default Block Sametime in BES IT Policy?

Does anyone know which BES IT Policies block Sametime IM?

Just don't give your user's the application, or If you want to disable it for everyone then don't start the MDS collaboration service.

I can't disable it for everyone. I need some people to use and some people not to use. I have different policies for different groups of users. If a user downloads sametime on their own I want to make sure its disabled. I think IT Policy called BlackBerry Messenger Policy Group is the one. Not sure.

Create two software configs, one has the Sametime messenger with a policy set to disposition: allowed and the other with sametime set to disposition: disallowed

It's not an IT policy, it's an application policy under the software configurations.
