Default BESServer Assign user to Device Error

Hi Friends

Sorry my poor English and knowledge. It is first time for me to install Exchange server and besserver.

I have installed BES4.1.0 against Exchange 2003 SP1 and SQL server 2000
SP1.

everything looks ok unless I have met this problem.

When I added a user to Besserver, I go to Device Management
->Assign Device, It pops up a dialog says:

An Error occurred while assigning the device to user.

The user is not yet known to the BlackBerry Agent.
It can take several minutes for a newly added user to be fully initialized by the server before they can be provisioned.

Is there any one meets this issue?
Please help me.
