Default How do I assign Time Zone and time settings from BES?

On the devices, even I change the source to "Network", it's still not getting the correct time zone from carrier.

I am wondering if there is somewhere I can set the default setting regarding to time in BES, so in every new device that is sync'ed, those setting will be corrected automatically.
