Default Phone IT Policy question

Does anyone know if you select "allow phone" policy to FALSE, can people still call the handheld? We have some users who want their units for data-only (no cell phone). There is still a phone number attached to the unit, and it is always activated/on per Sprint.

I want to setup another policy grouping, duplicated from my edited "Default" policy, except for the deny phone ability policy above, and dump all users who have data-only into this group.

Any ideas on this? It's more for billing than anything else - if a user has a data-only serviced Blackberry and then he/she calls someone, it'll be billed per-minute via Sprint and at a high rate. Ideally I can turn this off in the policies.

It will disable all phone usage except for emergency calls only, basically only 911, no incoming (though they can setup voicemail and check it from a different phone if they like)
