Default are my devices connected to my BES?

I would like to know when a blackberry is loosing its network coverage, generating an alarm that would be sent to a dispatcher in my company to tell him that our employee is not reachable anymore. How could I do that? Is there a tool that would allow me to do this? Or an external tool?

If you run sametime on your BB you can use it in the same manner. it will let users know if your available or not. if your out of range users will see that you are not available. I don't know of any product designed just for monitoring availability.
