Question IT Policy error - Licenses?

Please Login to Remove!

Hey all, I'm having a problem adding a new user to BES. I'm running 3.6 and have 5 client access licenses. This is what happened:
--
I originally setup 4 users on the BES and they were working fine. One of the users no longer used their BB so it was free for another user. So I deleted this user out of BES and got some errors:
--
"Unable to remove the IT Policy user from the database. Please ensure that the database is available and the SQLServer is running."
--
"Unable to remove a Server-PIN-Email mapping by Email from the database. Please ensure that the database is available and the SQLServer is running."
--
Yes, the SQLServer is running, I don't know what it means by if the database is available.
--
I clicked OK to these two things and the user was removed. Then I added that new user to BES and it gives an error right away:
--
"Unable to add the IT Policy user from the database. Please ensure that the database is available and the SQLServer is running."
--
I click OK and then the user's status will be stuck at Initializing (waited a day/restarted services/server etc.) I just checked the IT Policy (only have one, "Default") - and it says "# of users - 4", so I check the 4 users and the three people who currently have a BB are on there, plus the fourth original guy that has recently been removed/changed. I cannot add or remove users to this policy. If I click add users, it won't let me input anything into the box that comes up. I also cannot create a new policy, because it yells at me that it cant add the IT policy to the database. Any help greatly appreciated, thanks guys!

How could an IT Policy get corrupt? I have never edited it at all, or even really looked at it

Your SQL database has reached the configured size limit. You have to change this limit, afterwards you will be able again to add and remove users and change the IT policy. For sure your IT policy is not corrupted.
