Need some additional info:
1 - What version of BES do you have?
2 - What mail platform (Exchange, Domino, Groupwise)?
3 - What model devices are you attempting to activate?
4 - Have you activated any devices successfully in the past?
- If Yes, what changed since then?
5- Where are you seeing that message? In the end users client Inbox?
