We are rolling out a few MDS applications for the first time and found that the end users would first have to install an MDS runtime on their devices. Is there anyway to automatically push this runtime onto all the devices without the end users having to do anything?

Yes, just package it up and deliver it OTA. You will have problems with the newer model devices.
