Unhappy BES dispatcher service stops, so no email for BB users

HI All

I've been able to figure out most BB issues so far, but this ones got me stumped, BES has been running happily for 6 months until yesterday. Now it doesn't push any emails out at all.

Platform: BES 4.1.3.8
Windows 2003 SP1
Exchange 2003
13 blackberry users

yesterday after moving a user to a new group and re-issuing an it-Policy it crapped out on me, didn't notice until this morning. the dispatcher service starts then stops with error 1067

from application log
source: blackberry syncronisation service:
BIPPeClient::Connect: Error calling host "EXCHANGE" [192.168.25.13] (10061)
BIPPeClient::Connect: Error calling host "EXCHANGE" [192.168.1.13] (10061)
[BIPP] Connection failed

then, source: blackberry dispatcher
Starting BlackBerry Dispatcher EXCHANGE - Version 4.1.3.16
Dispatcher Database connection established
[BIPPe] WARNING: Using default BIPP shared secret
BlackBerry Dispatcher started
DefaultHandler - exception caught thread Id=0x205C
DefaultHandler - Killing program

from BES log

Problem seems to be linked to the syncronisation service and the policy service. I have tried disabling all non essential services, wound down the windows, wound them up again, rebooted etc.

The sales reps are wandering around aimlessly because they've forgotten how to use their desktops to receive email, and they're starting to get the DT's Any help would be much appreciated.
