Hi - I get exactly the same error message all of the sudden on my BlackBerry Desktop Manager. It worked fine until last Friday and now it stopped working giving me the same popup. Server is running fine though and if I install the BlackBerry Manager on a different machine it works fine.
Which registry key was it that was giving you trouble? Maybe it'll get my BlackBerry manager going again.
(Running BlackBerry Manager Version 18.104.22.168 on Win XP SP2, Bes 4 with seperate SQL box on Lotus Notes/Domino)
