My IT people are telling me it is going to take them 8 - 10 hours to install the express software for 1 user? Is this right? Is it really that complicated? They are trying to steer me into using a Droid Pro as they say the BlackBerry's will be extinct in a few years anyway? Am I getting a line of crap from my IT people on 8 - 10 hours?

If the project is properly researched, documented and tested properly... then I don't think 8-10 hours is unreasonable.
It's not a complicated installation for someone familiar with BES, but for a team who has no experience, then I would advise taking as much time as possible to educate themselves before even attempting to use it.

Our original BES environment several years ago consisted of only 8 users, and we took several weeks planning and implementing before we had a working production environment.
