I am not sure if I understand you correctly so if I give you some more information this may inadvertantly answer your question.
The device should connect to a BlackBerry Express server in our office, the server is working with 2 other devices with out any issue.
As far as I know we do have a data plan to cover all the phones.
I set up the phone by on the server I created the new user, I then went in to the Web desktop Manager on the server and logged in as the new user.
Next I connected the device and it was picked up and said it was loading services and all the email and everything came across, this still happens if I open this again and connect the device.
The problem is it does not do this when not physically connected to the Server, internet works okay so there are some GPRS services working.
