Hi there,

I am having a very large problem, and it will take a while to explain. I spent most of yesterday trying to fix it, but all to no avail.

Ok, so I bought a used 8703e BlackBerry on eBay, simply because Verizon is getting rid of their unlimited data plan on July 7 but will grandfather in those who have the plan before that date. Since I only had a regular phone, I needed a smartphone that was capable of having the plan so I could lock in. Unfortunately, I don't upgrade until August, and it would be stupid to buy a real phone before then. Hence, the BlackBerry.

Now I activated it ok, and the calls and text messaging work. However, I only have the option to add an Enterprise email account under the setup wizard. I do not have an email setup or email settings icon like everyone says I should. Therefore, I cannot access my service books, and cannot sign the user agreement, and cannot get online.

I saw online that this problem might be because it had an IT policy on it. Also, when I called Verizon, they said this was probably the problem. So I went through the steps listed - I upgraded my OS to the beta 4.5, I used the jl_Cmnder, I tried the policy.bin thing. In a way, these actions were successful - they eliminated the firewall that had previously been enabled. But it hasn't changed anything else.

I saw that there was an option to create a Blackberry account online so that I could send myself the service books, and I thought that might work now that I disabled the firewall. However, for some stupid reason Verizon won't let you create an account online; it has to be done through the wireless device, which I can't do because I can't access the internet because I can't set up email and agree to the user terms. Ahh!

In addition, I have done the Advanced Options - RHT - Register Now thing many times, and it doesn't seem to do anything. I just really need help. Is there a way to manually load the option for personal email on to the device? I think that if I could do that, then I could receive the service books, and all would be well. Until you are sure you've removed the IT Policy you're simply out of luck. One of the perils of buying BlackBerrys on eBay.

Another problem could be that the device you bought is still registered to the previous owner's BIS account. The only way to solve this dilemma is to contact the previous owner and have him contact Verizon to get the unit removed from his old account.

But if I've taken all those steps, shouldn't the IT policy be gone? Is there any other way to go about removing it if not?

Also, any way to check for sure to see if the BIS is registered to the previous owner?

And I do for certain have the BB data plan. I picked it when I activated the device, and when I called Verizon that was the first thing they checked.

You might try calling Verizon to see if they will help and delete the previous owner's BIS account, but in most cases you need to have the previuos owner do it.

I agree with Rambo in that if the IT policy is gone and you do have a BB data plan, then it is most likely that the previous owner has not canceled their account.

One time when the screen went to sleep, it came back up and it looked like there was a name and address. However, before I could read it, the "screen is locked" thing came up and I couldn't get it to go away without unlocking the phone. I haven't been able to bring that address back, but I bet that's the name/address of the old owner.

Anyway, thanks for your help! If you can think of any other solutions I'd appreciate it, but I've contacted the person I bought it from to see if they can help.

For what it's worth, the "owner screen" info is entered at options > owner. This is the screen that shows when the device is password locked.

If you were able to add the 8703e PIN to your BIS account, then your PIN is not associated with someone else's account. If you try but get and error telling you something along the lines of the PIN is already in use, then you'll know the PIN is still associated with someone's account.

Finally, on the old OS versions you do not actually remove the IT policy; you overwrite it with the blank IT policy. If you could not turn off the firewall before, but you can now, then it sounds like you were successful on that score.

I agree with the advice above to talk to Verizon again. Confirm whether or not the PIN has been registered to your BIS account. If it has, have Verizon resend the service books for you.

If the PIN is registered to another BIS account, see if Verizon can or will do anything for you.

try to activate a BIS account from a PC.
