I'm sure it isn't a Windows 7 issue, exactly; but it may be your computer and/or your particular Windows 7 installation. It would be interesting to know if you can sync and backup using another computer.
Also, when you uninstalled DM and reinstalled it, did you do a clean uninstall? If not, you should try that. Then do a cold restart of the computer and install DM again, and then test. Search clean uninstall BlackBerry desktop manager and you will find directions, if you need.
