Can you get your money back? Could be an engineering unit that has been disables or one that has been damaged by dropping or water.

Seller is a malicious person.
Seller is not according to the refund,,,
I tried to restart "Safe Mode".
It can restart "Safe Mode".

Based on other release notes from different devices and software RIM sells I would say it a simple Legal notice like the one I'm posting the link for. I would think the one you see is for a device loaned for development and illegally sold. Legal notice - User Guide - BlackBerry Messenger - 6.0
