Exclamation Bold 9780 Can't Setup Email

I'm using OS 6, and when I go to Setup > Email Accounts, it starts asking for "Enterprise Activation" and an email and password. I don't get the option of choosing internet mail.

I have run JL_Cmder factory reset, the factory reset from within Blackberry Desktop Software, and just about every menu I could find on the 9780 itself.

There does not appear to be any IT policy active on this thing. If I go to Service Book the following appears:
-MMS Client [MMS]
-WAP BrowserConfig [BrowserConfig]
-WAP2 Transport [WPTCP]
-Provisioning [PROVISIONING]
-MMS Transport [WPTCP]
-Wap push config [WAPPushConfig]
-Wifi TCP/IP Browser [BrowserConfig]
-Wifi TCP/IP Transport [WPTCP]

I bought this phone second hand today. Am I screwed? That "provisioning" service seems suspect to me. Maybe it's from the old owner?

Do you have a BlackBerry Data Plan on your account?
If not, you will not be able to use the e-mail features.

I have a 3G data plan. I can browse the internet on 3G.

Are you saying there's a separate thing for email on a blackberry? I'm with Bell up in Canada so that might be different.

You need a BlackBerry data plan. Contact Bell.
