Welcome to BB Forums.

Most likely you will have to reload the handheld (BlackBerry) OS.

KB24395-"Error 523", "App Error 523", or "JVM 523" appears on the BlackBerry smartphone

What should I do with App Error 523? - BlackBerryFAQ

Look at the top of the Storm (9500? 9530? model numbers are easier to work with) for instructions on how to download and install the latest OS.
