Hi just wanna find out is it possible to connect to the internet from my PC via my bb as a modem using my BIS instead of having to top up air time the whole time?

Sorry, I am not sure what you mean. Using any data from your phone would be using data (which would contribute to your data usage for that month).

I activate my BIS data plan every month, but as soon as I connect my bb to my PC and connect to the internet it does not use my BIS data plan it uses my airtime. And as soon as my airtime is finished I loose connection to the internet. Is that how it is supposed to work?

I would suggest calling your carrier to ask what the terms and conditions of your service are.

Yes. You are tethering, which uses your WAP APN and not BIS, which is why you are being charged.

It may be better to check with your carrier to see what plans are available that are in your price range.
