There are no options to control this issue but it does sound like the radio is getting interference when charging. Does this happen no matter where you try to charge it? Another house of office? If it continues to happen no matter where you are then I would suggest the radio antenna in the case if sensing some for of RF interference and cannot lock on to the cell frequency. Sometimes a BB or any cell phone can loose signal when a wireless land line or phone is near or even some microwave ovens.
Last resort is to have it looked at by someone or put up with the issue.
I doubt reloading the OS will help but it may be worth a try,
