Turning the power off and then on -- if that is what you did -- doesn't usually fix things. You need to try a hard reset, which is a battery pull, with the power on, for at least 30 seconds. If you didn't do that, try it. And if you did try it, do it again a wait a good minute.
If the hard reset did not fix the problem, then my advice is to use Desktop Manager to selectively clear the address book database and then restore from a recent backup or re-sync. If you don't have a backup or haven't been sync'ing with something, your contacts are lost.
