How were you charging the device - wall charger or PC? If on a PC, make sure you are not using a HUB,but directly connected to a PC that has Desktop Manager installed.
Have you tried a different battery, one that you know is charged?
Try a wall charger if you haven't already. Take the battery out and plug into the charger, wait a minute or two and put the battery in, then leave for an hour or so to see if it started charging.
Have you let the battery run down past 20% more than a few times? Than can damage the battery.
