| | Bold 9900 only shows SOS while roaming

I have a used Bold 9900 that was initially registered with Orange in France. I use BIS and have it correctly configured with my carrier SFR. The phone works perfectly in France but when I roam to other countries it never is able to connect to any mobile network. The only indication that I get is SOS.
In my efforts to figure out what is going on I stumbled upon a thread on some forum that if the phone's PIN is not correctly annotated with RIM you will not be able to connect to a network while roaming. For example, in my case if RIM's database still shows the phone as being associated with Orange but I'm trying to roam as an SFR client this conflict will prevent the phone from connecting to a network in the country where I'm roaming.
Any feedback/suggestions would be appreciated. There are NO configuration issues and my mobile carrier has me correctly configured for international roaming.
Thanks in advance
