Default Setting up BIS on desktop

I have asked the following question before and it was answered for me. Unfortunately, I cannot find the thread.

What do I need to do to be able to set up a BIS acct on the carrier website as opposed to the device for a 4.3 or higher device?

I'm pretty sure you'll need both the PIN and IMEI numbers to do that.
