Default If BIS can push Hotmail then why can't others?

Seems like everyone wants push email and my BB appears to handle basic Hotmail and Gmail with no issues. So what is RIM doing that others appear to be unable to do?

Hotmail confuses me the most because it seems like the only 3rd party applications I read about for the iPhone were nothing but screen scrapers because Microsoft refused to release details on the API. If true, then how is RIM able to do it with BIS?
