I have an issue activating the only user on Blackberry Professional Server 18.104.22.168.
On the device (Bold 9000) activation keeps retrying but eventually fails. On the server the user is "initializing".
This user was previously activated without issue upon installing the BPS. There was a power outage which was coincidentally the last time the device was able to retreive messages/contact the server.
I deleted the user and went to recreate. The license wasnt cleared however even after restarting all BB services. I had to run the command to clear and then was able to recreate user. I wiped the device also.
At present the user is seeing the activation email from RIM. The subject line is not tampered with however the message just sits in the inbox.
Given the license isnt freed up when the user is removed and activation messages are still sitting in the inbox I suspect something more than the usual troubleshooting steps are required.
Despite activation working first time around I checked permissions anyway. No issues there, all is setup as it should be.

BPS installed on Win2003 Server which is the DC
Exchange 2003 resides on a different server
Trend Micro ScanMail and OfficeScan running on Exchange server.
