Default BIS and OWA: Failover to Second MX Record?

We have a small company with 8 blackberry users who access email through BIS/OWA. We have our own on-site Exchange Server.

In order to avoid interruptions of service, we have two internet lines from different ISPs serving our office (and the Exchange Server) set up in a “failover” configuration. We have two DNS MX records, so when one internet line goes down the Exchange Server continues to receive email uninterrupted.

The problem is that when our primary internet line goes down, BIS does not failover to the second priority MX record. Blackberry users stop receiving email and must re-validate their email accounts through BIS when the primary internet line comes back up.

Does anyone know if there is a way to setup BIS or perhaps DNS MX records that will allow BIS to failover to the second priority MX record when the primary is down?
