I don't see why an issue in Jamaica should affect you, however perhaps C&W have never setup a RIM relay in Jersey and instead switch all BB traffic thur Jamaica so as to avoid this issue.
Can't see what you gain from being with C&W Jersey though - do you not pay roaming rates on every call you make here in the UK? If you're interested in switching to a real uk based provider on either O2 or Vodafone then drop me a line..
