Default Switching carriers before activation

Couldn't find the answer to this anywhere so here it goes: I bought a new BB8100 in Hong Kong from a Vodaphone store, unlocked and without a service contract; the salesperson assured me it could be activated anywhere. I brought it to Brazil and have been trying to activate data service with local carrier Claro since. Yes, Brazil is GSM, and unit works normally with local SIM cards, but only for voice. To activate BIS I need to register the PIN/IMEI online, and that number is not accepted on Claro's BB site, apparently because it is linked to Vodapone. I have spoken with Voda in Asia and in England, and they seem to know nothing about releasing the PIN... I don't even know if that's possible, technically speaking. Any suggestions? I am starting to think the unit is useless!
