What do you think would be slightly illegal? Not exactly a helpful response to the OP. Just coz someone asks for a workaround, I don't get how you assume he's about to commit an illegal act (especially in a foreign country). I'd be interested to hear your arguments about why you expect it to be illegal.
For instance, my Vodafone UK consumer SIM is enabled for BES because I called up and asked. That is a workaround - rather than a corporate SIM, get the provider to enable the existing SIM. Certainly not illegal. If it's enabled for blackberry web access I'd call them up and ask them to change it over - can't do anything wrong.

That would be analogous to me posting a question to some auto forum asking how to make my car go above 70MPH - and someone telling me that sounds slightly illegal. (?!?) Well actually no. If I said "I am going to drive down the I-35 near Austin at 75 in a 65 " then yes, you could advise that I was being rather anti-social and commiting a crime in the process.
