The 7290 (or any current BlackBerry) does not have built in voice dialing functionality.
The Bluetooth device you have has the ability to access the functionality on a phone that does have the capability.
Some devices like the Motorola IHF1000 car kit have voice recognition which allows the BlackBerry to be voice dialed - this processing however is done on the car kit not the BB. This kit stores 20 contacts internally (call home, mom, my baby etc...) plus voice "digit" dialing - "Call 555 1212". It then send the digits to the BB and dials.
