Default Are sockets always an option?

When canít you use TCP sockets (assuming OS 4.0 and above)?
Or is this option always (almost always?) available regardless of carrier/plan?

In other words - is support for sockets about the same as it is for HTTP. If not, when is this not an option and how often?
