Default How to identify current time is 24 hours format or 12 hours format?

In my application, I need to know which time format(24 hours or 12 hours) device is using, and then display my application time format consistently with it.
But it seems all the method in dateFormat, simpledateFormat or calendar class can only find out AM_PM field's value, e.g. if it is 24 hours format, time is 13:00, then AM_PM field will be PM, but I need to know if it is displaying AM or PM, or if it is 24 hours or 12 hours format.
Does anyone have any idea about this? thanks..
