Does the native mail application start running as soon as the phone is turned on?

Is yes, then is there any case the blackberry mail application may not start when when phone is powered on.

yes, mail is always running on the BB when it starts. Even if there is no data plan or email account configured I believe the Messages app still runs anyway.
