Default How to allow keystroke injection on a blackberry 7290?

Hello, I have an app that depends on a keystroke event to be injected. I have gotten it working on the debugger, however on the device there doesn't seem to be an option to allow keystroke injection. When I try to set the keystroke injection option on the device, the only option I get is deny. Not even prompt. I have handheld software 4.1 installed and I am developing on jde 4.1.

Is there a way to set that value to 'allow' programmatically or to be able to manually disable the security that keeps the 'allow' option from being selected?

Also of note, the device is a secondhand device, and am unsure if I'm on BES.

OK, I have wiped the device and removed all the IT policies, however 'allow' still does not appear as an option when trying to set permissions for my application. Anyone with experience on this matter know what else I need to do to allow keystroke injection to work so that I can begin testing on the device?
