Can you clarify what you mean? Do you mean to say that you want to find your location if autonomous and network assisted GPS fails?
To do this you would need to do cell-site triangulation, which is not supported natively on GSM phones. However, Google does this server side with data they've collected themselves, which is why you can get a large radius location on google maps when you have no gps chip in your phone. There are rumours that Google is going to open this up to the public.
