Default PIN number registration for registering applications

I'd like to use some type of registration in my application that uses the PIN or SIM Card ID. Is there an easy way to compile and sign a program on the fly?

I'm familiar with getting the device id (aka PIN, see below) and can code the access to only work with that PIN but I want a way to compile the program with that number embedded and also sign the program. Would an include file with the PIN number be the easiest way? How would I automatically compile and sign the program? I'm familiar with CGI and javascript programming.

"PIN # " + DeviceInfo.getDeviceId()
