Default Develpement strategy for anchored text region

Hi all,

I wonder if someone can offer a development strategy for this scenario.

I want a screen layout that may look similar to the mail app (lines of messaage), and where the bottom third of the screen is a multi rowed (not multi-field) text area that stays anchored to the bottom of the screen. As the wheel scrolls through the lines above it will scroll the cursor through the lines and they will all shift up or down, but the anchored text blob at the bottom stays put and does not move. Think of it as the email view app with a email preview section at the bottom of the screen.

I'm doing a fair bit of BB deveolpement lately, but haven't yet had to deal with this screen design. Usually for my screens, when data is longer than the screen itself, the manager scrolls the whole screen for me up/down.
