Default Blackberry Server Administration API

Hello,
A newbie question, please.

I'd like to write a simple application running on Windows box that use Blackberry Enterprise Server API to create a blackberry user, and send email containing PIN to user just created. I will use C# for that, Microsoft Exchange.

I found out that I could do that by installing Server Administration API
from na.blackberry.com/eng/deliverables/7284/BlackBerry_Administration_API-5.0-US.pdf

But how can I get that API? Shall I ask my Blackberry BES Administrator?

Such a long efforts to find the answer: it is a component with BES 5. Trying to download trial BES, only got 4.1.6. There is no API for 4.1.6. sigh...
