Strange issue, wondering if anyone could shed light on why this happens.

I am testing an application my company is developing, using a Verizon BlackBerry Curve 8330 (running OS 4.5). During an auto-update, the download of the newer version fails with error "907 Invalid COD".

The weird thing is, when I change my GPS settings (Options -> Advanced -> GPS -> GPS Services) from "Location on" to "911 Only", the download works. I've been able to reproduce this multiple times on 2 different phones. The download only fails when the GPS is set to Location on. Why would this effect a download?
