Default CodeModuleManager.saveNewModule is not working in the simulator

I have a trivial program that creates and writes a small program module and then saves it. When I run this program in the simulator (8820) saveNewModule() returns an error code of 1. This value does not match any of the CMM codes.

When I run the exact same program on a physical device (again 8820), saveNewModule() returns CMM_OK and everything works fine.

Is there a way to get this to work on the simulator?
