Default Set App properties in the JDE?

One more nagging question regarding the JDE. Err... two more....
1. How do you set app properties in the JDE? There's no option for a JAD file or individual properties.

2. Where is documentation on the Launcher.exe tool. I see a vague reference in a PDF that only says it's a utility. What does it do? How do I use it with my debugger? I tried running it from the cmd line with a "-help" flag but got no info.
