Blackberry without SIMM

Hello all, I'm a neebie to the BB dev world and have a simple question. Can we develop apps on the Blackberry without having an account (SIMM) with AT&T, T-mobile, etc? Our development requirements are fairly narrow using two Bluetooth enabled BB's to communicate. Thanks

Should be able to. They run fin without SIMs.
